Josh McClintock is the Executive Director of the Red River Valley Association (RRVA), a nonprofit organization founded in Shreveport, Louisiana, in 1925 to advance the economic development and well-being of the millions of citizens in the Red River Valley of Arkansas, Louisiana, Oklahoma, and Texas. Josh began his work with the RRVA in November 2025, a role he is particularly proud of, having spent most of his formative years growing up in the Texas Panhandle and Southwest Oklahoma, just a few miles north of the banks of the Red River. In addition to managing the day-to-day operations of the association, he also represents the RRVA at state, tribal, regional, and national water policy events, promoting the development of the land and water resources of the Red River Valley for the benefit of its residents. He also advocates on behalf of the Red River Valley with the U.S. Congress, Federal and State Agencies, and the Arkansas, Louisiana, Oklahoma, and Texas state legislatures, as well as other organizations across the water resources and land conservation policy spectrum, working to influence policy and operational decisions at all levels of government.

McClintock joined the Red River Valley Association following twelve years of service as Executive Director of the Oklahoma Ground Water Association. During his time with the OGWA, Josh has worked diligently to lead a period of robust growth for the organization, as well as helping to elevate its stature in the state and national water policy arenas, establishing the OGWA as the premier policy and workforce development organization for Oklahoma’s thriving groundwater industry. Josh is continuing his service to OGWA on a part-time basis outside of his work for the RRVA.

Prior to his work with the OGWA, Josh was the Director of External Affairs for the Oklahoma Water Resources Board, the primary agency in Oklahoma tasked with management and administration of the state’s water resources, where he was the primary point of contact with the Oklahoma Legislature, Oklahoma’s Congressional Delegation, and municipalities across the state. He spearheaded the OWRB’s legislative initiatives at the Oklahoma State Capitol, successfully enacting multiple reforms and policy changes identified through the Oklahoma Comprehensive Water Plan, in addition to other agency policy priorities. Josh also coordinated numerous community and industry outreach efforts of the OWRB and represented the agency on national and statewide water policy organizations.

McClintock began his career with former Oklahoma Congressman J.C. Watts, Jr., first as a field representative on the congressman’s campaign, and then as a caseworker in his Norman, Oklahoma, district office. Josh was quickly promoted to Congressman Watts’s policy staff in Washington, DC, serving first as Legislative Assistant and then as Legislative Director, where he was responsible for the coordination and management of the congressman’s policy initiatives for Oklahoma. Following Watts’s retirement from Congress, Josh transitioned to the private sector, serving as Director of Government Relations at Capitol Decisions, a member firm in Washington, DC’s largest independent government affairs group. During his tenure in Washington, Josh was instrumental in securing authorization and funding for a broad range of projects across Oklahoma. These include recovery efforts in Moore and Midwest City in the aftermath of the devastating May 3, 1999, tornado, the National Weather Center on the research campus of the University of Oklahoma in Norman, the Interstate 40 Crosstown Expansion and Realignment in Downtown Oklahoma City, as well as water, wastewater, transportation, and other critical infrastructure and economic development initiatives throughout Oklahoma.

When he’s not traveling extensively throughout the Red River Valley region, Josh splits his time between the RRVA’s headquarters in the Shreveport/Bossier City area and Edmond, Oklahoma, where he has lived with his wife, Sara, for over thirteen years. They are proud parents of two daughters in college. Josh is a graduate of Leadership Edmond and Leadership Oklahoma and is actively involved in his local community. He serves on governing boards and policy committees for a number of local, statewide, and national organizations, as well as being an active member of the National Ground Water Association, the American Society of Association Executives, the National Grants Management Association, and the Oklahoma Society of Association Executives.

Josh holds an Associate of Science Degree from Western Oklahoma State College in Altus and a Bachelor of Arts Degree in Political Science from the University of Oklahoma in Norman. He is currently pursuing graduate work toward a Master of Science Degree in Water Resource Policy and Management from East Central University in Ada, Oklahoma. He also holds a number of professional certifications and executive designations, and is currently working toward a Qualified Association Specialist (QAS) designation from the Oklahoma Society of Association Executives.
